Efforts to build 2,000 council houses by 2022 and to double free nursery hours in Aberdeen have also been disrupted by the virus.
So far, less than 300 homes have been added to the city’s stock, through construction at Smithfield and Manor Walk and the purchase of 90 through a buy-back scheme.
Chap Construction has been contracted to build another 379 at Summerhill, while Ogilvie Group developments are constructing 283 flats in Wellheads Road in Dyce.
But both sites were hit with 12-week delays due to the pandemic.
Work also faltered on the expansion of early learning and childcare (ELC) as the Scottish Government waived the requirement for councils to offer increased numbers of free hours from last month.
Funded hours for some two-year-olds and all those aged three and four remain at 600 but are likely to be upped to 1,140 early next year.
In June, the council administration voted to plug a £10 million hole in its budget with money set aside for the ELC expansion.
Discussions to reduce the cost added by Covid-19 and associated delays are ongoing, according to council chiefs.
