Council finance convener Willie Young has said his administration will not use the power to raise bills by 3%. The SNP and Liberal Democrat opposition groups have also indicated they will push for another freeze. Householders who live in properties in Band E to H will still face an increase after MSPs agreed changes. Aberdeen City Council will meet on Wednesday to decide its budget for the coming year. Around £17.5million of savings need to be made.
