The 44-year-old was last spotted in the Broad Place area of Peterhead, but despite police trawling through CCTV, going door-to-door and drafting in divers, coastguards and lifeboats to scour the coastline, they have found no trace of him.
Inspector George Cordiner said: “As more time passes, and with a lack of further information, we need to be realistic and these inquiries will be scaled back as more time passes.
“We will continue to keep an open mind in relation to what has happened to Aivars and I urge anyone with information to get in touch as soon as possible – it is never too late.”
Mr Kajaks is around 5ft 6ins, has short brown hair, brown eyes and when last seen was wearing a jacket and blue jeans.
