Consultants have praised Macduff’s distinctive character and believe the harbour area could be a big draw for visitors.
But they say there are problems that need to be addressed in Shore Street, where three prominent buildings – the Macduff Arms, the Bayview Hotel and Highland Haven – have lain derelict for some time.
Aberdeenshire Council has been urged to take the lead and work with property owners and potential investors to redevelop the seafront area.
A series of colourful, programmable lights for Deveron Bridge has also been suggested in the consultants’ report.
They also want to see a new version of the Hollywood-style Macduff sign become a “fun gateway” to the town.
In Banff, the areas of Low Street and Bridge Street are deemed a cause for concern and in need of redevelopment.
The council is urged to take action on empty buildings, create more open spaces and encourage new shops and cafes.
A marketing scheme should be devised to help promote retailers, the consultants say, and High Street needs to become better suited to pedestrians.
The main recommendation for Fraserburgh is a facelift for Saltoun Square, with better lighting, trees and artistic sculptures.
A “dingy and unprepossessing” link between the square and Castle Street also needs to be upgraded.
There are also plans for a year-long programme of family-friendly events in the town centre.
Public viewings in Macduff are at the library on Wednesday from 3pm to 5pm and on Thursday from 10am to noon and 6pm to 8pm.
