Officers responded to a “hostage situation” at the town’s Hunter Place at around 12.40pm on Monday.
Armed police discharged a firearm and used a taser during the incident.
A 31-year-old man was later arrested.
The Police Investigations and Review Commissioner (PIRC) has confirmed it is investigating the situation.
A spokeswoman said: “We have been made aware of an incident involving the discharge of a police firearm in Stonehaven on November 21. There is no ongoing threat to the public.
“The incident was referred to us by Police Scotland. We will examine the circumstances and a report will be submitted to the Chief Constable in due course”.
A referral to PIRC is not unusual when a firearm has been used in an incident.
