The final report into the pro-Union letter sent by Aberdeen councillors to residents ahead of the Independence referendum has been published.
Five councillors, including council leader Jenny Laing, former leader Barney Crockett, and former Labour group secretary Willie Young, had been accused of using council resources for party political means.
They claimed in the letter, sent to council tax payers, that the city would fare better if Scotland remained in the UK.
The councillors were cleared of any wrong doing last month.
Standards Commission Scotland said in its final report that the events did not “constitute a campaign.”
The report added: “The Referendum could not be defined in terms of a traditional party political matter. While there are two sides to the debate, both represented a mixture of political parties and many who had no political allegiance. Indeed, within political parties there were differences of opinion.”
