Aberdeen City Council has refused to make a commitment to take in Syrian refugees.
Its counterparts in Aberdeenshire and Moray said they were willing to help and Edinburgh has said it will accept 100 people.
Council leader Jenny Laing is attending a meeting in Edinburgh of local authorities body Cosla. It will brief on the practicalities of resettling refugees.
Glasgow has housed dozens of refugees and is open to more, and Edinburgh has said it will accept 100.
An Aberdeen City Council spokesman said:
“There are ongoing discussions with partner agencies, including the Scottish Government, around Aberdeen’s response to the ongoing refugee crisis.
“Council Leader Jenny Laing will be in Edinburgh tomorrow to talk directly with the government on this issue.”
