Aberdeen City Council finance chief Willie Young says he is “not interested in excuses” and expects the new Third Don Crossing to be completed by March.
The local authority and contractor Balfour Beatty have said they are working together to get the new bridge finished as soon as possible.
Concerns had been raised in a council report that the multimillion-pound crossing was running over budget and would not be delivered on time.
Mr Young estimated the £18million scheme could cost an extra £2million.
Senior city councillors also warned the local authority could be forced to take legal action against the contractor if there were any further delays to the project.
It was supposed to be completed by this month.
Council finance convener Mr Young said: “We entered into an agreement with Balfour Beatty and the contract was supposed to be finished in December.
“We have given them an extension to March so as far as we’re concerned that’s the deadline, not late spring. March.”
A spokesman for Balfour Beatty said the project had been severely affected by “uncharted utilities” along Tillydrone Road and Tillydrone Avenue, and at the St Machar Drive junction.
“Uncharted utilities are not a fault of the contractor under the terms of the contract,” the spokesman added.
“Therefore Balfour Beatty has been awarded an interim extension of 13 weeks by the council.
“A further extension of time is being considered to take account of the most recent issues with uncharted utilities.
“The project remains on schedule for completion in spring.
“There are a number of key locations still to be completed and we are working with Aberdeen City Council to explore ways to enable the project to be completed as soon as possible.”
Finance vice-convener Ross Thomson had already approached the council’s legal officers to discuss taking action.
He said: “Officers are currently investigating the powers available to the council under that contract to incur penalties on the contractor for further delays.
“The main thing is that the council and Balfour Beatty work together to secure the completion of the Third Don Crossing as quickly as possible as it is desperately needed.”
