Inverness Sheriff Court was told that Kimberley Fraser, of Macdonald Road, Dornoch, grabbed the other in the groin area before police arrived on October 28.
Fraser was taken from the Mallard Bar to Burnett Road Police Station but she continued to be disruptive and threatened officers and their families.
Defence lawyer Neil Wilson said his client, who admitted two assault charges and one of threatening behaviour, badly needed help and has a support worker.
He added that she is also due to take part in programmes in the New Year organised by social work to assist her.
Sheriff Eilidh Macdonald decided to defer sentence until February 5 to ascertain how Fraser gets on.
