Highland Council want to permanently close Stoer Primary.
The catchment zone will be transferred to Lochinver Primary, where pupils have been going since August 2016.
The local authority has now sent a consultation report to Scottish ministers, who have eight weeks to take representations and decide if they will intervene by calling it in.
To make a representation, e-mail schoolclosure@gov.scot or write to the School Infrastructure Unit, Scottish Government, 2-D (S) Victoria Quay, Edinburgh EH6 6QQ, by April 1.
