A ground survey is to be carried out on Kerrera island off Oban as part of a plan to lay its first public road which could cost up to £1million – or about £30,000 per head of population.
The route will link communities on the north and south ends of the island, population 33.
Transport Scotland has said that the new road is the key to providing a new ferry service that meets the needs of the whole island.
Argyll and Bute Council will be responsible for the road costs, while Transport Scotland will pay for the shore infrastructure for the new ferry service.
The road, which will be similar to a forestry route, is estimated at costing between £700,000 and £1million.
