Councillors are being steered not to object to a 19-turbine windfarm proposed for Garve.
Members of the north planning committee will consider EDF Energy’s application for the Corriemoillie scheme, when they meet in Inverness on Tuesday.
The French firm took over the project last year from rival company E.ON.
Highland Council granted permission in April 2011 for a windfarm in Corriemoillie Forest but the site has never been developed.
The turbines would be up to 410ft tall.
EDF says the development would provide power for about 24,000 homes.
It wuld be close to a 17-turbine scheme at Lochluichart.
During the planning process, the Corrieloillie proposal attracted more than 500 letters of objection.
Objectors protested outside a planning committee meeting when the project was granted permission, claiming it would be a visual blight and threaten protected species and tourism.
Highland Council planning officer David Mudie thought differently, saying the impact on the area would not be “significantly detrimental.”
