A doctor accused of continuing to work in the Highlands after being suspended will go before a hearing this month.
Ragheb Nouman is accused of making numerous racist and inappropriate comments to, and about, colleagues while working in orthopaedics at North Tees Hospital’s NHS Foundation Trust between May 21 and July 9, 2012.
It is also alleged that while working as a locum doctor for NHS Highland, he signed a declaration on May 13, 2013 stating he was not subject of a fitness to practice investigation by the General Medical Council (GMC) – knowing it was untrue.
Dr Nouman is also accused of failing to tell the health board he had been suspended by the profession’s interim orders panel, and continued working as a locum.
He is also said to have claimed he did not know about his suspension and that it was a mistake, while insisting he wanted his CV to be submitted for a job application on June 19 that year.
A hearing will be held later this month, where the Medical Practitioners Tribunal Service will consider if his conduct was misleading and dishonest, and if his fitness to practice has been impaired by reason of “misconduct and deficient professional performance”.
