Neil Riddel was 19 when he died, and his body was discovered in a field a mile from his family croft at Aultmore, near Keith.
His mother, Margaret Riddel, is convinced that her son did not take his own life.
She maintains that he died at Keith Police Station, and his body was later moved.
Despite subsequent inquiries concluding that the cause of death was suicide, Mr Riddel’s family are unwavering in their attempts to secure a fresh investigation.
They say that Keith police officers, who Mr Riddel had complained about after an alleged assault weeks earlier, should have played no role in the original inquiry.
The family had been hopeful that Mr Ross would be told about a new probe when he recently met senior police figures in Elgin.
But, although their campaign is no further on following the meeting, Mrs Riddel remains optimistic that she is closer than ever to proving her beliefs are correct.
She said: “All of these investigations that have happened since Neil died have been based on reports from officers at the time, who should never have been near the case.
“A lot of what they claim can be disproven, and we should be able to see documents that have been sealed as confidential if the police have nothing to hide.”
Neil Riddel’s brother, Ian, added: “They should have got another force in to investigate the death, and that should be enough for the Crown Office to see it needs another look.
“I’m pleased Mr Ross is showing fight, and isn’t willing to back down.”
