Education officials have criticised plans to develop opportunities for vulnerable people in Moray as “lacking focus”.
Inspectors have visited the community learning and development department (CLD) at the council to check on the progress being made.
And a report published by Education Scotland earlier this year found “significant” issues needing addressed.
The visit focused on CLD in Buckie and in the surrounding communities of Portknockie, Cullen, Findochty and Portgordon.
The team is responsible for providing support to primarily disadvantaged or vulnerable people of all ages.
The results of a follow-up visit were published by the agency yesterday, which found “good progress” had been made.
However, inspector Ann Kilvin stressed another visit is required in March in order to ensure improvements are continuing.
She said: “ At a local level, there remains a lack of focus for planning across the Buckie community and there is no local forum or partnership driving this forward.
“A few CLD staff are not yet basing their interventions on need and there is too much focus at present of meeting demand rather than responding to needs.”
A Moray Council spokeswoman said: “We have been working hard to improve our CLD offering and we are pleased to see that inspectors have noted this progress.
“However, we recognise that there’s still work to be done, including improving learning and development in the community, so we’ll continue to work with partners to offer the best service we can at local level.
“We’ll carry on working with inspectors to monitor progress.”
