The culprit ditched heaps of rubble, plaster and wood from the back of a white Ford Transit tipper truck behind a residential road.
The area was left a complete tip, with dust everywhere, leaving neighbours in Croydon, south London furious following the March 15 incident.
Croydon Council seized the unregistered van last Thursday, but the driver has not been found, and they think it has been used for fly tipping elsewhere.
Councillor Stuart Collins said: “Fly-tipping costs thousands of pounds of taxpayers’ money to clear up and it blights our borough, so I urge anyone with information about the van’s driver to contact our officers to help them prosecute this particularly shameless criminal.”
