Former Prime Minister Gordon Brown has vowed to do “everything in my power” to ensure meaningful new powers are devolved to the Scottish Parliament.
The Labour MP made the pledge after he announced he will present a 100,000 signature petition to ministers in London on October 16.
The handover will coincide with a special debate on Scotland that Mr Brown is leading in the House of Commons.
He has called for 14 new powers to be devolved to Holyrood, covering borrowing, welfare, the Crown Estate, employment rights, health and safety, equality, income tax and an assignment of a share of VAT revenues, among other areas.
Mr Brown said: “When I urged No and Yes voting people both to sign the petition supporting the original vow of a stronger Scottish Parliament, I asked that we send a signal rejecting any Tory strings attached, now or later, to the delivery of the pre-referendum promises of more extensive devolution.
“I think No voters will now understand that I will do everything in my power to ensure that the change they voted for is delivered with no ifs, no buts and no damaging conditions attached,” he added.
“And I believe Yes voters will also want to support this effort to ensure that the promises made are promises enacted, intact, at the earliest opportunity.”
Mr Brown said he hoped more people would sign the petition and claimed the issue was not about whether there is change or not.
“Change is guaranteed but the question is whether it comes with strings attached, or with no ifs and no buts, qualifying the original promises,” he added.
“The real goal is to unite Scotland within the UK by delivering the original promises and new powers intact.
“And not to allow Scotland to be divided from the UK by diminishing the status of Scottish representation, as on budget decision-making on taxes, and distancing Scotland from the UK.”
