The House of Commons had allowed around six hours for the “humble address”, but it ended after just two. It was cut short because there were no more MPs left to contribute, with many staying away. Just 29 – out of a total of 650 – contributed, less than 5%. The House then moved onto a debate about the EU common fisheries policy, before rising almost four hours early. Proceedings began at 11.18am and concluded at 1.15pm, according to Hansard, the official record.
